Looking at the ebuilds for net-misc/iputils, it seems that man pages only get installed (and even generated, no less) only with the doc USE flag set (which demands installation of all of the docbook stuff). It seems worthwhile to me to have man pages for utilities like ping, so I believe that pre-generated man pages should be created (stored in ${FILESDIR}), and installed with the doc USE flag unset. I know that Gentoo creates some of its own man pages for some programs (like tar), so a precedent does exist to do this.
