"The Sun Multi-Schema XML Validator (MSV) is a Java technology tool 
to validate XML documents against several kinds of XML schemata."

It is a dependency of dom4j, which we are trying to remove packaged jars form.

This is a cvs nightly release. I've put the source on my own webspace so that
it'll be available for more than a day.

There is no build.xml, so I used the one available from bug #92014 as a
starting point.
