Bug 95977 – Sandbox 1.2.9 does not emerge - it ignores the fact that it shouldn't use sandbox (FEATURES=-sandbox) when configuring sandbox

When I try to emerge sandbox (sandbox-1.2.9) on AMD64. I get an error. Somewhere
in the error it also states that I should disable sandbox if that problem occurs
but even if I do that, the same error message with the same notification to
disable sandbox while building sandbox.

I tried disabling ccache too

Steps to Reproduce:
1. emerge --sync
2. FEATURES=-sandbox emerge -au sandbox

It seems to have to do with BUG 95928.

Fixing that will fix this bug
