As a result of not being able to add attachments in signal-desktop-bin:

i wanted to use scli:

  https://github.com/isamert/scli/

as a wrapper to signal-desktop-cli in order to be able to send attachments.

However, device linking in signal-desktop-cli-0.13.2 doesn't work:

  https://github.com/AsamK/signal-cli/issues/1556

Bumping the version to 0.13.6 resolved the issue.

0.13.9 is now in ::gentoo
