I could probably just drop that USE flag. Chrome doesn't enable Vulkan in its ffmpeg build, but I figured it wouldn't hurt, and there was maybe a chance it could improve performance in some cases. Given that it's had an effect here, albeit a negative one, perhaps there was some merit to that. You're running quite an old kernel though. Have you tried upgrading? How about your version of Mesa?
