Curious that you are getting this QA notice considering it's the file that perform this check and does the notice was deleted from the tree (essentially obsolete and old bugs will be removed later on). I see your repo is up to date but perhaps it still has the file laying around for some reason? Formerly at /var/db/repos/gentoo/metadata/install-qa-check.d/60distutils-use-setuptools Per comment 1, this QA check resulted from necromancy. This has been dealt with in Bug 832446.
