gnome-shell is using the permission store to record user preference for allowing inhibiting shortcuts. The store is accessed via xdg-desktop-portal.

Without xdg-desktop-portal-gtk every time I start remote-viewer for qemu, GNOME pops up a dialog asking for permission to allow inhibiting shortcuts.
