With media-video/libav gone (#711206) and apparently abandoned upstream[1], virtual/ffmpeg was left with media-video/ffmpeg as the only provider and media-video/vidcutter as the only reverse dependency for virtual/ffmpeg.

media-video/vidcutter should be fixed to pull media-video/ffmpeg instead and virtual/ffmpeg removed.
