bootstrap.sh decides its already bootstrapped, asks me to hit enter to continue despite this, then tells me no outdated packages found on the system -- twice.

Reproducible: Always
Steps to Reproduce:
1. Untar stage1 onto freshly formatted drive
2. configure /etc/make.conf and friends, chroot, emerge --sync
3. cd /usr/portage && ./scripts/bootstrap.sh
Actual Results:  
Screen spew with no changes on the system

Expected Results:  
bootstrapped the system

                 BOOTSTRAP_STAGE=6 in /var/run/bootstrap-progress and another 
                 run of bootstrap.sh refuses to work because it checks 
                 BOOTSTRAP_STAGE -ge 6
