Yeah, my guess was correct, this way it works: # FEATURES=-network-sandbox emerge -1 consul I don't think it is all packages however. Try emerging dev-vcs/hub for example. You right, but I believe hub uses vendoring (-mod=vendor), thus it won't download dependencies.
