Please no talking on this bug since it is a tracker.

Many linux distributions have adopted the /usr merge (merging /bin,
/sbin and /lib* into their counterparts in /usr).

This bug is here to track what needs to be fixed so that the usr merge
can be available in Gentoo.

For this bug, note that merged /usr/bin and /usr/sbin is also considered in scope, and we should take it into account for merged-usr planning.

(It's not a given that we'll do merged-bin-and-sbin too, but FWIW, I do think we should.)
