It occasionally happens that an user sets this acknowledge that the bug did resolve it; however, our current expectation is that the user reopens the bug if that's not the case and otherwise does nothing. Furthermore, the VERIFIED status' description is that it is used by QA; it would thus be odd for an user to set it.

For example, see bug #497980.

If needed (if the admin panel doesn't allow to), I can look into writing a patch.

i disagree this should be restricted.  i've had users (submitters and otherwise) mark things verified after they verified the fix.  the vast majority of time, they're the ones who should be doing this.

i think it's unrealistic to expect the QA team to go through closed reports and verify things.  we don't have the man power or inclination to do that.
