The included help says for exporting of Text files:

The steps involved in the text export druid.

1. Launch the Text export druid using, in the File, the Save As and selecting the "Text export (configurable)" file format type.
Select the worksheets to include in the exported file.

I can't find any "File type" "Text export (configurable)". I find only:

ECMA 376 1st edition (2006), [MS Excel 2007]
Gnumeric XML (*.gnumeric)
Gnumeric XML uncommpressed (*.xml)
ISO/IEC 29500:2008 & ECMA 376 2nd edition (2008); [MS Excel 2010]
MS Excel 5.0/95
MS Excel 97/2000/XP
MS Excel" 97/2000/XP & 5.0/95
MultiPlan (SYLK)
ODF 1.2 extended conformance (*.ods)
ODF 1.2 strict conformance (*.ods)

Is this a bug or a feature?

gnumeric was emerged with:

root@leopard:/root(258)# emerge -pvD gnumeric

I can export using Data -> Export Data menu

This looks on purpose then, if you disagree, please file a bug to upstream suggesting them to also allow this exporting using Save As dialog
