This fixes bug #124072 (duplicate slashes in fetch URIs), bug #147763 (honor http_proxy and ftp_proxy), bug #153513 (fix bugs in date calculations involving daylight saving), bug #176008 (handle being called by non-root users), bug #189084 (remove old umd5sum file from DISTDIR), bug #198362 (don't hardcode /tmp for temp files), and bug #286373 (support FEATURES=webrsync-gpg).

Builds and runs fine on x86. Please mark stable for x86.

I've added a comment that this should be non-fatal, for compatibility with prefix systems that may not have a "portage" group.
