Copyright.caching-nameserver in the rpm archive says: The files included in this package are obtained from ftp://ftp.internic.net/domain/, where they are made available for free to anybody. In other words, this package is created under a Public Domain license. While this statement might be somewhat dubious, the package compiles and installs only a single file, keygen.c, which is probably to short to be copyrightable.
