The single python file doesn't contain any license notice.
The package's homepage (mirrored on archive.org) contains no info either.

Please clarify (possibly by consulting upstream) under which terms this package is distributed.

Package is not functional because cia.vc is dead.
No more Gentoo maintainer.
HOMEPAGE is dead.
Last version bump in 2005.

Reassigning to treecleaners.
