I think link to linguas.desc should be present in Localization Guide, part "Environment variables for locales". Bug in "See Also" field indicates, that russian and ukrainian users just did not now that in addition to "ru" and "uk" they should add "ru_RU" and "uk_UA" to LINGUAS respectively
