In October 2008, aballier@g.o added DEPEND="dev-vcs/cvs" to media-plugins/swh-plugins to work around bad behavior in autopoint (see bug #233422 for full details).  That bad behavior is now gone.  Modern autopoint (from sys-devel/gettext) uses flat files if installed with USE=-git or uses git if installed with USE=git.  On my system, I have sys-devel/gettext installed with USE=-git and was able to install media-plugins/swh-plugins-0.4.15 without having CVS installed.
