sys-apps/portage-2.2.0_alpha30 works on ~ppc64 but the package has no ~ppc64 keyword.

So far I have rebuilt @system and emerged everything for a booting system except the boot loader.

Reproducible: Always

Steps to Reproduce:
1.keyword/unmask  <sys-apps/portage-2.2.1
2.emerge portage
3.keep emerging things with the new portage
Actual Results:  
It JustWorks

Expected Results:  
It JustWorks

Consider adding the ~ppc64 keyword.

None of the 2.2 ebuilds are keyworded right now. Keywords will be restored to ~arch for everyone when the time comes. This is a marked difference from the simple package.mask that was previously imposed on the 2.2 ebuilds.
