I wrote a new bug Bug#: 341153. And then I emerged successfully g-octave with USE="-doc". This command will install the package database for you. `g-octave --sync` only works for the live ebuild. The ebuilds for releases comes with a package database, that is installed by `emerge --config g-octave`.
