I'm sorry I have to disagree with the resolution sys-apps/file python _fails_ to merge, sys-apps/file-5.04 just went _stable_ So this cannot be 'resolved'. it will be resolved if either the 'python' use for that package gets masked, or if the ebuild is fixed.
