New project to translate man-pages to Russian are started.
Currently version is 3.24.2059.1262.20100523, releases every week. Currently translated about 15 % of original content.
These man-pages are UTF-8 encoded.

Thank you Azamat. I hope everybody join this project as at least it looks like this is the only active project with good infrastructure. Added to the tree.
