i have kdm 4.4.1 installed with USE flags: consolekit handbook pam -aqua -debug -kdeenablefinal -kdeprefix -kerberos but there are no help files installed


Reproducible: Always

Actual Results:  
There is just one README in /usr/share/doc/kdm-4.4.1/ and a few .docbook files in /usr/share/doc/HTML/en/kdm

Expected Results:  
some .html and/or .pdf files installed

Not sure what you mean:
* there are (somewhere) help files, but they are not installed even with useflag
* or there are in general no help files available?

$ ls /usr/share/doc/HTML/en/kdm
common  index.cache.bz2  index.docbook  kdmrc-ref.docbook  theme-ref.docbook

I would expect something like .pdf or .html, not .docbook.

The index.cache.bz2 seems to be a compressed html file, but that's hard to guess and little usable (no pictures ;-)

Yes. Well, that's how all KDE apps do it... see the "KDE-Hilfezentrum"...
