OK with stabling:
dev-libs/guiloader-2.13.1
dev-libs/guiloader-c++-2.13.1
 instead of (no longer present) 2.13.0 ?

(they seem to work ok on my system, but better wait for confirmation :-))

Please, go with more up to date versions. IIRC QA Notice should be fixed there.

Tested the versions in summary on x86: 
Looks all working now. 
QA issues are gone too.
