Homepage is in Russian, without decent ChangeLog in different URL than original Midnight Commander. Also Trac commit msgs are in Russian. How do we know this is
a "legit" version of MC, approved by original maintainers.. ? Why isn't it mentioned in original homepage ?

No idea why using the Russian site. Perhaps the OP thinks everyone has to learn Russian...

Anyway, the latest upstream stable version is 4.6.2, and the official homepage is http://www.midnight-commander.org.

Also, see bug 270963 for more info and changelog (I guess either this one of 270963 is a duplicate.)
