Michal, please take kdebase-4.1 from your world_sets file and run emerge -uDav @kdebase. Unless you want to be tied to kdebase:4.1, you should emerge the non-versioned set. Do you have dolphin, kdebase-kioslaves and libkonq installed? Make sure you're running the latest versions of kdelibs and kdebase-startkde for 4.1 (and 3.5 if you have it). I had the same problem on one of my machines. It was caused by wrong permissions of the directory /usr/share/kde4. See bug #241890 and bug #239269.
