attached you will find the cppsymbolviewer-1.0.ebuild 
 
CPPSymbolViewer Plugin for Kate is a Kate plugin which extracts and shows C/C++ 
symbols from source files. It consists of a panel applet (like file list or directory 
browser) which provides a menu list of symbols.  
 
the only dependency is: 
>=kde-base/kde-3.1.0

The homepage seems to be gone. Is there a new one available? I did find http://svn.weird-birds.org/wbc/portage/kde-apps/cppsymbolviewer/, but I am not sure how this is connected...

sorry I totally forgot about this ebuild
yes the page seems to be gone and the one you found is actually my ebuild on my private subversion server.
But this is nothing to worry about, because actually kde >= 3.2 offers allready such a plugin with kate
