The ebuild looks good, few remarks:

1. There is a specific webpage for twinscan at 
http://mblab.wustl.edu/software/twinscan, HOMEPAGE should be adjusted accordingly.

2. Why is the package fetch restricted? The source is available on the website right under the specified SRC_URI and I could get it without problems, nor could I find any apparent mention of restrictions on the page or in the README.

3. I compiled it on amd64, so you can add it to KEYWORDS

4. It compiled without RepeatMasker being installed. Is this just a run-time dependency? (please move it to RDEPEND only then)

5. RDEPEND="${DEPEND}" is assumed as of now and is unnecessary (or rather, portage processed it this way).

Looks like I've covered all of your points, George.

The package used to be fetch restricted because the authors wanted people to click through the EULA (so it was only fetchable via POST - and arguably we wouldn't want to automate the EULA clicking).

In sci overlay now, sunrise copy has been removed.
