vim-with-x USE flag should be replaced by X use flag.

local use flags (searching: vim-with-x)

That's something completely different than 

$ euse -i X
global use flags (searching: X)
************************************************************
[+  D ] X - Adds support for X11

So - the answer is still the same - no it shouldn't.
