if you wan't to emerge the xkeyboard-config package you first need to emerge the XML-Parser package or your emerge failes with an ebuild error 

in this error is written that the package would configure the XML-Parser package when this is not emrged it failes an the emerge failes too 

so i think the xkeyboard-package needs the XML-Parser package als dependence
