I can no longer successfully /etc/init.d/radiusd restart as the init script was
modified to use radwatch to start radiusd. It should be noted that the man page
of radwatch suggests NOT using radwatch which I tend to agree on. I think the
init script should be modified back to its previous version in this respect

Sorry but I disagree. radwatch is a bash script and even if it will be removed
from future version (which I very much doubt it since historically such warnings
remained on this stage several years), we could add it in FILESDIR.

I don't understand why restarting the service fails on your machine. On mine
works as expected.
