emerge tries to download the file ntp-stable-4.2.0a-20050303-manpages.tar.bz2, 
which apparently does not exist on the mirrors. A quick look on the belnet-
mirror turns up only ntp-stable-4.2.0a-20040617-manpages.tar.bz2.
