As far as GDP is concerned: GDP recruitment is described at http://www.gentoo.org/proj/en/gdp/doc/doc-policy.xml#doc_chap4 In short: 1) contribute 2) be offered r/o access 3) contribute more 4) pass GDP quiz & fix-me I'd say Luis might be slowly approaching step 2. BTW, even though we haven't written it anywhere, I feel only Sven and myself are qualified to process GDP quiz answers & fixed fix-me.
The point of this is so he can have access to amd64 docs, not general docs. he does want to work on the general docs though. I'll refer him to you 2 for that.
Luis wants to help out with printing herd, so we'll do that instead, as it will give access to the appropriate parts of gentoo/. genstef is mentor.
