Trying to emerge cups or any package that depends on it does not work because
portage reports a bad md5 for the cups package.

Reproducible: Always
Steps to Reproduce:
1.emerge cups
2.
3.

Actual Results:  
portage won't install cups because it complains that the md5 of the download
dosen't match.

Expected Results:  
installed cups

try downloading from http://distfiles.gentoo.org
add this mirror in your make.conf GENTOO_MIRRORS="xyz"

provide the cups version you are trying to download please.
