I missed an example config file for webcam which comes with xawtv like I am 
used to find at /usr/share/doc/<application-release>/.

You can copy it from the manpage though, not all users might be able to do 
that.

This is what I have extracted from the manpage of webcam.
It is the defaults.
It is gzipped.

I'd like it to be shipped with future releases for the user's documentation.

xawtv-3.78 now in portage in the testing/unstable profile provides this file.
