After webmin has been installed, the following message is printed:

 * Point your web browser to http://localhost:10000 to use webmin.

That URL is wrong, if USE=ssl is set. In this case, the correct URL would be
https://localhost:10000/.

Going to http://localhost:10000/ just gives an info message:

Error - Bad Request

This web server is running in SSL mode. Try the URL https://localhost:10000/
instead.
