Update adds: Corrected the -l (new|all) handling. Adds -q/--queit to supress startup msgs. Useful for admin cron scripts on larger clusters of gentoo boxes. Adds -c/--cve option to short display when -l is given. This is so our security team can backtrack which GLSA's are mapped to what CVE tags, which we are now trying to comply with.
