Outlook Express seems to be unaffected. It seems that Thunderbird delays are gone now, I don't know why...
That messages is from an updated patch. No reason to worry about it. And that delay might have been because of the updated SSL patch, DH-parameters and the cronjob for them. See bug 77380.
