The haskell-cabal eclass is in development currently and not yet in portage.
Gentoo Haskell development takes mostly place in a darcs
repository(http://haskell.org/~gentoo/gentoo-haskell). The eclass is in
http://haskell.org/~gentoo/gentoo-haskell/portage/eclass/haskell-cabal.eclass .
You can grab a copy of the complete overlay using "darcs get
http://haskell.org/~gentoo/gentoo-haskell".

I understand, but it is good enough for my local overlay (I just want to build 
Yi :-) 
 
Do you plan to include it (Yi) in the package?
