In bug 31877 we are disabling the pam_console module by default, that is, pam_console is not used anymore to set the permissions on /dev nodes automatically at login, instead we just rely on appropriate group permissions on the devices.
In fact, newer versions of pam do not compile the pam_console module by default anymore, so this change is already in effect now.

To complete the job, and for cleanness, you should remove the references to pam_console.so in app-admin/conserver/files/conserver.pam*

Does this apply only to Linux or can I safely assume all OSs that we support at
some level will not be using pam_console?

IIRC pam_console itself is a linux-only solution... anyway, I don't know of 
any subproject that is interested in keeping pam_console. It was switched off 
for all archs in the tree when pam-0.78-r2.ebuild was keyworded.
