jakarta-oro (though, not listed as a dependancy) is required for struts to build
properly.

This must be looked at. The newest version of struts still fails though... not
sure about that.

Reproducible: Always
Steps to Reproduce:
1. emerge =dev-java/struts-1.1-r3
2. Results in a failure
3. emerge -1 =dev-java/jakarta-oro-2.0.8-r1
4. emerge =dev-java/struts-1.1-r3
Actual Results:  
Then it works (these are dependancies for Tomcat5).
