I have mirrored their online lib reference and tarred it up. Where should I put
that file?

root-5 in cvs has a new USE=doc flag that installs the user guide. I am not sure that installing the reference guide is necessary since it is more than 200Mb and is online. won't fix for now, reopen if you think users really need this functionality.
