In dev-util/kdevelop-3.2.1.ebuild, if you want cvs support: 1. the package must be configure'd with --enable-cvs... (by default its disabled!) 2. you need cervisia too... the einfo implies only cvs is required. Reproducible: Always Steps to Reproduce:

The attached patch tweaks the ebuild :-) if a USE of cvs or cvsnt is there, it includes the appropriate dependencies, and ensures the package is configure'd with --enable/disable-cvs as appropriate. (The cvsnt package itself is currently bitrotting in bug #77536).
cvs support gets build, if not explicitly disabled, but you're right, the cervisia dependency is missing. Regarding cvsnt support please request, when it's in the repository. Thanks.
