Thanks for taking the time to report the issue. ftp://ftp.gnupg.org/gcrypt/ does
not respond, and other mirrors have only versions of gnupng up to 1.4.1. Please,
specify a working mirror where gnupg-1.9.17 can be downloaded.

It looks like its down :(

You need to look into the .../alpha/gnupg directory and not the .../gnupg directory. 
 
From the mirror site in Austria, you can get it at 
ftp://gd.tuwien.ac.at/privacy/gnupg/alpha/gnupg/gnupg-1.9.17.tar.bz2

ftp.gnupg.org is now up.  
  
BTW, 142rc2 is now out:  
  
ftp://ftp.gnupg.org/gcrypt/alpha/gnupg/gnupg-1.4.2rc2.tar.bz2
