I've ran perl -d `which gentoo-stats` and saw there were some authentication problems on the proxy server... I connected directly (well through a ssh tunnel) to the stats.gentoo.org server and it worked... highest: 4,013.3 MB is now in the site Could you please warn about the proxy settings in the configuration file?
Have you tried "http://user:password@my.proxy.com" for the proxy setting? I'm not quite sure if this works, but sounds good to me.
