kweather-3.4.1-r1 fails to build if libpcre is not installed on the system, but
it is not included as a DEPEND in the ebuild.

Reproducible: Always
Steps to Reproduce:
1. ensure libpcre is not installed on system
2. emerge kweather-3.4.1-r1

Actual Results:  
The build failed looking for libpcre_posix.la.

Expected Results:  
The build should have succeeded.
