The manual page for limits states that /etc/limits should be installed with read
permissions only granted to root.  Thus, instead of

-rw-r--r--  1 root root 725 Feb 10 21:35 /etc/limits

we should have

-rw-------  1 root root 725 Feb 10 21:35 /etc/limits

Either that, or the manual page is being overly paranoid about permissions and
should be updated instead.

/etc/limits installed with too gratuitous permissions (644).

Expected Results:  
/etc/limits installed with restrictive permissions (600).
