On its original homepage it's said that:
"This has moved to http://icon-theme.freedesktop.org/wiki/HicolorTheme for now. This might change in the future."

Following that link one finds that there are already versions above the one in portage, reaching up to 0.8

An ebuild for hicolor-icon-theme-0.8.ebuild is now in the tree and the HOMEPAGE
var has been updated. Thanks for the report.
