i emerged the xchat-2.4.4 ebuild, the newest version in there and i emerge
sync'd a few hours ago anyway it is masked but it works and install fine. is
this where i should have reported this?

It is not masked, it's marked testing (~amd64), and will remain that way untill
it's been in portage 30 days with no bugs filed against it.
