The configuration file is /etc/conf.d/chronyd, this looks like some minor quirk.
Yes, I've installed chrony on another, dual-Celeron box with no problem. I haven't run it yet, but the installation problem I reported has not occurred. I gave up the attempt to install Gentoo on that ancient machine: time to install was not the main problem, but the 2GB disk was too small for large packages to compile. I'd be happy if this bug were closed.
